Every restaurant, café, takeaway kiosk and caterer in Singapore needs a Food Shop Licence from the Singapore Food Agency before it serves a single customer. This guide walks through SFA's process step by step, using SFA's own pages as of September 2026.

The Food Shop Licence is usually the last approval you get before opening, but it shapes the whole project. SFA approves your layout before you renovate, inspects before you trade, and holds the licence for as long as you operate. Food Shop Licence or Food Stall Licence: which one do you need?

SFA’s page on businesses that need a food retail licence lists what counts as a Food Shop. It includes restaurants, caterers, coffee shops, canteens (including staff canteens run by third-party vendors), food courts and takeaway kiosks. It also covers medicine halls that prepare herbal tea, standalone butcher shops, private markets, mobile food wagons, pet cafés and some vending machines. SFA’s requirements page adds bakeries, eating houses, standalone kiosks and takeaway food carts.

A Food Stall is an individual stall unit operating inside a multi-unit Food Shop, such as a food court, canteen, coffee shop or private market. There are two edge cases worth knowing:

  • Your own seating inside a food court or coffee shop. If you operate a stall unit but are responsible for your own refreshment area, SFA says the correct licence is a Food Shop Licence, and you select “Restaurant” as the trade description. SFA calls these mini restaurants. The main operator first applies to amend its approved layout, then you apply for your own Food Shop Licence.
  • Hawker centres. For centres managed by NEA, SFA says NEA helps stallholders get their SFA licence as part of the tenancy process. Centres run by NEA-appointed managing agents are different: you apply for a Food Stall Licence yourself.

SFA states that Singapore citizens, permanent residents, societies registered with MHA and entities registered with ACRA can apply. If you plan to hire foreign workers, SFA points you to MOM to check eligibility.

The same page makes two points worth knowing. Licences are not transferable, so a new licensee or UEN needs a fresh application. A licence also cannot be changed from one type to another. Manufacturing, processing or packing food for distribution to wholesalers and retailers, for example in a central kitchen, is covered by SFA’s separate food manufacturing and storage licences, not the food retail licences above.

SFA licenses the food operation, not the use of the property. Several other approvals sit around it, and SFA’s own document list assumes you have them.

  • URA change of use. If the unit is not approved for restaurant use, URA’s change of use page says the owner, landlord, a consultant or a Qualified Person can apply via GoBusiness, with a $500 processing fee. URA notes that SCDF’s fire safety clearance and SFA’s food shop licence are applied for separately.
  • HDB approval. For HDB shop units, SFA’s document list asks for HDB’s approval in place of URA’s change of use.
  • SCDF. SCDF’s plan approval page says fire safety works need approved plans before work starts, and gives converting a shop into an eating establishment as an example of a change of use that can trigger this.
  • PUB and NEA. PUB’s grease trap page states that all establishments that handle food, including restaurants, coffee shops and hawker centres, need grease traps. NEA also requires selected food shops, such as coffee shops, canteens, food courts and private markets, to submit an Environmental Sanitation Programme under its Environmental Sanitation Regime.

Documents SFA asks for

With the application itself, SFA requires a layout plan showing:

  • a metric scale within the layout, with dimensions and the scale ratio used (1:X);
  • kitchen equipment and infrastructure, such as exhausts, sinks and wash basins (see our commercial kitchen equipment list);
  • the boundaries of the refreshment area.

While renovation is under way, you submit the outstanding documents named in SFA’s acknowledgement email. SFA lists:

  • URA’s Change of Use approval or HDB’s approval;
  • the tenancy agreement, with the Certificate of Stamp Duty issued by IRAS;
  • a cleaning programme;
  • a pest control contract.

SFA also publishes a Food Shop Self-Checklist with the full requirements and conditions. Read it with your designer before the layout is final. If you run a self-service buffet, SFA’s licensing conditions require hand sanitisers or disposable gloves in the buffet display area.

How to apply on GoBusiness: step-by-step timeline

SFA sets out 12 steps on its application page. The table shows each one with the timing SFA states. Where SFA gives no timing, the duration depends on you and your contractors.

Two rules catch people out at Step 4. First, SFA says the licensee name and licence type cannot be amended. If you apply under the wrong entity or licence type, you resubmit from the correct SingPass or CorpPass account. Second, authorised people in your company should check that no one else has already applied for the same premises.

Pre-licensing inspection and opening day

Once renovation and set-up are done, you request an inspection before you start trading. SFA says the inspection is either a virtual inspection, booked through its Pre-Licensing Inspection Portal at least 5 working days in advance, or a photo submission using a template and food shop declaration form sent with your acknowledgement email. Your acknowledgement email tells you which applies.

For photo submissions, SFA contacts you if anything needs rectifying and approves the inspection once everything is in order. You then receive a payment notification within 7 working days of the inspection, provided all documents are in. Pay within 28 days via GIRO, AXS or GoBusiness, or the application lapses. Without GIRO, you may only start operating after payment.

Plan your systems around that date. Your restaurant POS, kitchen printers and payment terminals should be installed and tested during renovation, so opening day depends only on the licence. Food handlers and Food Hygiene Officers

People requirements are part of the licence, not an afterthought.

  • Food handlers. SFA’s food handler page requires anyone who handles or prepares food and drinks, including chefs, cooks, kitchen assistants and bartenders, to pass the WSQ Food Safety Course Level 1. The first retraining is due within 5 years, then every 10 years. Cashiers and waiters are not food handlers, and SFA says untrained staff must not help with food preparation.
  • Registration. Licensees must register food handlers with SFA before or when applying for the licence, through GoBusiness. SFA says training data from SkillsFuture Singapore reaches SFA within 2 weeks of passing the course, so book courses early.
  • Food Hygiene Officers. SFA’s FHO page says certain licensed establishments, including canteens and cold stores, must appoint a Food Hygiene Officer. An FHO must be supervisory staff, such as a chef or restaurant manager, and pass WSQ FSC Level 3. Our Food Hygiene Officer guide covers who needs one and how to qualify.   • Catering. SFA’s FSMS page says catering businesses, and those providing catering as an ancillary service, must implement a Food Safety Management System and have at least one employee who has passed WSQ FSC Level 4. See our catering business guide.

SAFE grades and demerit points after you open

Since 19 January 2026, SFA grades licensed food establishments under the Safety Assurance for Food Establishments (SAFE) framework. A new establishment with less than a year of operation starts with a “NEW” grade. Grades then move to B and A with a clean track record, and drop to C after a major lapse, such as a licence suspension or a court conviction for food safety offences.

SFA groups restaurants by kitchen size: a kitchen of 16 m² or more is Category 1, and a smaller one is Category 2. Category 1 establishments can fast-track to grade A with a one-year good record, an Advanced Food Hygiene Officer and a certified FSMS. Consumers can see grades on SFA’s track records page or by scanning the QR code on your licence.

Renewal, changes and change of licensee

SFA’s update, renew and cancel page sets the rules after you open:

  • Renewal. SFA sends renewal notices up to 2 months before expiry. You cannot renew an expired licence. You must stop operating and submit a new application. Payment is by GIRO, GoBusiness or AXS, and the licence renews immediately on payment.
  • CPF Medisave. Individuals and sole proprietors must clear any Medisave arrears before renewing.
  • Structural changes. You need SFA’s approval before starting works that change the licensed layout. Updating contact details is free.
  • Change of licensee. Licences are non-transferable. Moving from your personal name to a company, selling the business or handing it to a relative all need a new application. Under SAFE, a new licence normally resets the grade to “NEW”, though SFA says it may recognise track records case by case.
  • Cancellation. Cancel at the point you stop trading. Our guide to closing a restaurant properly covers the other steps. SFA says you stay responsible for the premises until the licence is officially cancelled.

Common reasons for delay

Most delays come from SFA’s own stated rules:

  1. Incomplete layout plan. A missing scale, missing equipment or an unmarked refreshment area triggers a request for rectification.
  2. Unanswered requests. SFA cannot approve until you respond to its requests for action. It advises checking junk and spam folders, and rejects the application if there is no response within 7 working days of the final reminder.
  3. Late documents. Documents not submitted within 2 months close the application.
  4. Wrong entity or licence type. These cannot be amended, so you start again.
  5. Waiting for GIRO. GIRO approval can take up to 8 weeks. Pay by AXS or GoBusiness if you want to open sooner.
  6. Missed payment. Not paying within 28 days voids the application.
  7. Untrained staff. Food handlers without WSQ FSC Level 1 cannot be registered or handle food.
